Why America still fails to reform its horrible prisons

Conditions inside U.S. Prisons are often deporable, so much so that lawsuits are filed. One such lawsuit resulted in an agreement to fix abusive and neglectful conditions at a prison in Mississippi, and two years later nothing has been done. A contempt motion was filed to hold the prison accountable, citing conditions such as an inmate being bitten by a staff member, a youth being instructed to clean up blood without protective gear, and the utter lack of any mental health treatment.
